While there is no legal requirement that says that driveways or surfaces can’t be made from a non-permeable material (such as concrete), if you do decide to use a non-permeable material you will need to comply with SUDS regulations. This typically requires the installation of drainage channels that will catch any surface water run-off. We would always recommend using permeable materials wherever possible.

Any surface that mitigates the risk of surface water build-up and potential flooding (i.e. permeable and porous materials) is more eco-friendly than those materials which create surface water flooding.
The best example of a permeable material is aggregate or gravel. however, most resin and block paved driveways can be installed using permeable/porus materials meaning that you would be compliant with SUDS.
